Claire LeBlanc

Claire graduated with a Master in Arts in Law and Diplomacy from the Fletcher School at Tufts University, where she focused on conflict and negotiation and international political economy. Previously, she worked in public policy in research, evaluation and programme design in the U.S. in the areas of public health, education, racial justice, and criminal justice.  After moving to Scotland, she worked in evaluation and cancer health data, where she managed and led the development of the outcomes and performance measures framework for a national Scottish Government public health programme.

Claire joined NIRAS LTS as a Consultant in 2021. She brings expertise in programme management and monitoring, evaluation and learning (MEL) and currently works across a range of sectors including climate, biodiversity, satellite technology and public health. She is the current project manager for a scoping consultancy project for Defra’s Blue Planet Fund, where she coordinates a team of marine experts and fund management advisors, and is project manager and evaluation consultant for an evaluation of the Defra funded Blue Forests programme. Claire currently provides evaluation consultancy to clients such as the University of Edinburgh and Satellite Applications Catapult.
