Lena Ruthner



Lena is the Climate Sector Lead at NIRAS International Consulting with over 15 years of experience in policy consulting and international programme and project management. She has worked for various consultancies, non-governmental organisations, the European Commission and the German Ministry of Environment. Lena has worked in multiple countries / regions (including China, East Africa, South Korea, India, Russia) and has collaborated closely with officials and partner organizations in these countries. Lena brings leading expertise on the international climate negotiations and provisions of the Paris Agreement. She has been advising the European Commission on its climate diplomacy strategy, adaptation outreach, and the EU’s engagements with partner countries. She has directed policy dialogue and technical assistance projects in China and South Korea, focusing on energy transition and low carbon development. Lena has also advised vulnerable countries on climate impacts and adaptation/finance provisions under the United Nations Framework Convention on Climate Change. Further to this, Lena has a strong background in European climate and energy policies. She has participated in the EU 2050 Climate Strategy Development, assessing employment and social effects. Lena has provided technical leadership on implementing the Energy Union Governance Process in Member States, including for the integrated national energy and climate plans. Lena is a native speaker of German and has language proficiency in English, French, and Russian.
